NA Body Exposes Banking Barriers in BISP, Urges Swift Action
During a controversial review of Pakistan’s welfare system, Mir Ghulam Ali Talpur led the committee in identifying obstacles to the BISP’s implementation in the banking sector and calling for immediate changes to safeguard the most vulnerable recipients.
Members voiced concerns about the incomplete responses in the submitted compliance report, specifically with regard to State Bank of Pakistan (SBP), and demanded that the Ministry pursue this matter with SBP. The meeting began with an acknowledgement of the ministry’s compliance with the committee’s directive from earlier proceedings.
BISP Introduces Dual-Track Banking System to Empower Women
The secretary of BISP responded by offering a comprehensive two-pronged approach that included initiatives for digital wallet accounts and physical BISP Sahulat at the same time.
He stated that in order to highlight the financial emancipation of the nation’s oppressed women, the physical account pilot would start in Karachi on August 14, which is a symbolic date that coincides with Independence Day.
According to him, recent SBP policy changes will require a digital account system to use biometric verification (BVS) using CNIC-linked mobile SIMs. Both trials will run for six months, and thorough assessments are anticipated by January 2026.
In order to guarantee the successful implementation of these financial mechanisms, the committee emphasized the importance of beneficiary orientation programs, especially in underserved areas.
HBL Contract Terminated Over BISP Failures; NA Demands Fresh MPI Report
Significant attention was paid to operational issues, such as how to improve two-factor verification at payment terminals and alleviate distribution delays.
With the committee highlighting the contract termination of Habib Bank Limited for non-compliance and intentions for similar and even worse penalties against such underperforming contracting private banks, contractual enforcement surfaced as a major worry.
